Washington Samuel Toe is an author, screenwriter, script contributor, entrepreneur, producer, and philanthropist currently residing in Minnesota, United States. Born and raised in Monrovia, Liberia, he spent his formative years witnessing the political instability and civil unrest that affected Liberia and neighboring Sierra Leone. The devastating consequences of these conflicts, including the loss of lives and the destruction of communities, became significant influences on his perspective and creative work.

Toe has maintained a strong interest in writing fiction and creating music, with a deep appreciation for different forms of art. His writing journey reached an important turning point in 2005, when he drew inspiration from Tyler Perry’s Diary of a Mad Black Woman. He began working on his first manuscript in the United States in 2006, titled The United Nations’ Volunteers, followed by several other projects, including Over the Line (Invisible Hands Over the People’s House), Predicament, Reverse, and Safe Deposit Box.

The story follows Deborah Gonzalez Henderson, a single mother and former military officer whose life takes a devastating turn after her son, Jason, is killed in a shooting at a grocery store. Unable to accept the circumstances surrounding his death, Deborah becomes determined to expose the powerful individuals whose decisions have helped prevent meaningful gun control legislation from passing.

Working as part of the security detail for U.S. Senator Edward Johnson, Deborah has witnessed the senator’s growing connections with Superb Metals Inc., a Canadian corporation involved in supplying chromium to American gun manufacturers. As she begins connecting these business relationships with political decisions, she suspects that certain members of Congress are accepting illegal payments in exchange for opposing gun reform. What initially appears to be a professional assignment gradually becomes a dangerous personal mission that takes her from Washington, D.C., to Mexico and Canada.

Blending political intrigue, undercover operations, international crime, personal relationships, and high-stakes confrontations, “Over the Line: Invisible Hands Over the People’s House” presents a story about the courage required to challenge powerful institutions. It examines how grief can become a driving force for change and how one person’s determination can expose corruption that affects countless lives.

Through suspenseful storytelling and a powerful social message, Washington Samuel Toe invites readers to reflect on the value of truth, the courage to speak against injustice, and the responsibility of those entrusted with public power. It leaves readers with a lasting reminder that the pursuit of justice matters, especially when the voices of those affected by violence deserve to be heard.
